* src/runcon.c (main): Don't reorder arguments. Reported by
Ulrich Drepper in <http://bugzilla.redhat.com/232652>.
* tests/misc/runcon-no-reorder: New file. Test for the above.
* tests/misc/Makefile.am (TESTS): Add runcon-no-reorder.
