tests: remove directory, tests/tr/
* configure.ac (AC_CONFIG_FILES): Remove tests/tr/Makefile.
* tests/Makefile.am (SUBDIRS): Remove tr.
* tests/misc/tr: Many new tests, from...
* tests/tr/Test.pm: ...here. Remove file.
* tests/tr/failures: Remove file.
* tests/tr/TODO: Remove file.
