cleanup/modernize: don't test HAVE_MBRTOWC; now gnulib provides it
* bootstrap.conf (gnulib_modules): Include mbrtowc explicitly.
* src/ls.c (quote_name): Don't test HAVE_MBRTOWC, now that we're
guaranteed to have the function.
* src/wc.c (wc): Likewise.
