Port exclude.c and exclude.h to more non-GNU systems, e.g. Solaris 7.
(EXCLUDE_ANCHORED, EXCLUDE_INCLUDE, EXCLUDE_WILDCARDS):
Choose values that are less likely to collide with system fnmatch
options.
