doc: describe test operator precedence and associativity

* doc/coreutils.texi (Connectives for test): Add notes
on precedence and associativity.  Also mention the
portability caveats with these operators.
* cfg.mk: Avoid sc_prohibit_test_minus_ao for coreutils.texi.
