maint: fix git-log typos when generating ChangeLog
* gnulib: Update to latest, for new gitlog-to-changelog.
* Makefile.am (gen-ChangeLog): Use its new --amend=F option.
* build-aux/git-log-fix: New file, with ChangeLog fixes.
