* bootstrap (bootstrap_conf_cleanup): Remove.
(excluded_files): New var.
* bootstrap.conf: Likewise.
* bootstrap (slurp): Exclude files early if they're in the
excluded_files list. That way, their names don't get put into
.cvsignore.
