numfmt: handle leading zeros correctly
* src/numfmt.c (simple_strtod_int): Don't count leading zeros
as significant digits. Also have leading zeros as optional
for floating point numbers.
* tests/misc/numfmt.pl: Add test cases.
* NEWS: Mention the fix.
