tests: prefer AM_TESTS_ENVIRONMENT over TESTS_ENVIRONMENT
The latter should be reserved for user overrides.
* tests/Makefile.am (TESTS_ENVIRONMENT): Rename ...
(AM_TESTS_ENVIRONMENT): ... like this.
