(BUILT_SOURCES): Use `BUILT_SOURCES += $(STDBOOL_H)'
rather than `all-local: $(STDBOOL_H)'. The latter didn't force
creation of stdbool.h before most other targets.
Likewise for $(ALLOCA_H).
