doc: adjust 7.2 "cat,cp,install,mv,split speed-up" NEWS item
* NEWS: Reword an entry from 7.2 and change "linux" to "GNU/Linux".
The latter was requested by Richard Stallman.
* cfg.mk (old_NEWS_hash): Regenerate.
