tests: factor fiemap-related predicate into init.cfg
* tests/init.cfg (fiemap_capable_): New function. * tests/cp/fiemap-perf: Use it. * tests/cp/sparse-fiemap: Likewise. * tests/cp/fiemap-2: Likewise.
