Add new pactest that is backwards of sync022
sync022 was added here:
39b654965580bfb7dc0ab72b8c901fbf7729a568
This pactest reverses the installed package to see if it is correctly
picked, in order to test some further changes to this depcheck code that
currently makes sync022 fail.
