Subject: tests: tail-2/pipe-f2: avoid false-positive failure

Otherwise, this would fail (albeit rarely) on a "make -j24 check" run.
* tests/tail-2/pipe-f2: Increase timeout from 1 second to 10,
to avoid false positive failure.
