Subject: Standardize on the diagnostics given when someone gives too few
 operands ("missing operand after `xxx'") or too many operands ("extra operand
 `xxx'"). Include "quote.h" and/or "error.h" if it wasn't already being
 included. (do_copy): Likewise.
