head,tail: add the -z,--zero-terminated option
* doc/coreutils.texi: Reference the option description.
* src/head.c: Parameterize the delimiter character.
* src/tail.c: Likewise.
* tests/misc/head.pl: Add test case.
* tests/misc/tail.pl: Likewise.
* NEWS: Mention the new feature.
