diag: say "failed to...", rather than "cannot..." in a few diagnostics
* src/chroot.c (main): ...it's more precise.
* src/nohup.c (main): Likewise.
* src/setuidgid.c (main): Likewise.
* src/timeout.c (main): Likewise.
