maint: fix typo in comment in fadvise.c
* gl/lib/fadvise.c: s/the the/the/, indroduced in commit
v8.22-40-g4f21182. Promted by sc_prohibit_doubled_word.
While at it, also s/be candidate/be a candidate/.
