build: make doc checks more user-friendly
* doc/Makefile.am (check-texinfo): Begin moving each individual test
into its own rules.
(sc-avoid-builtin, sc-avoid-path): New rules.
Extracted from check-texinfo.
(syntax_checks): Add them.
