(beta, major): New targets. Remove `release'.
Put them all together on a line.
Pass the release type (via RELEASE_TYPE envvar) to the MAKE
invocation of `announcement'.
(announcement): Invoke announce-gen with --release-type=$RELEASE_TYPE.
