tests: mkdir/selinux: avoid spurious failure on some SELinux systems

* tests/test-lib.sh (require_selinux_enforcing_): New function.
* tests/mkdir/selinux: Use it.
Otherwise, this test would fail on Rawhide with SELinux disabled.
