env: reject bogus -u arguments
* src/env.c (main): Use unsetenv rather than putenv to remove
items from environ, and check for failure.
* bootstrap.conf (gnulib_modules): Add unsetenv.
* tests/misc/env: Test this.
* NEWS: Document it.
