maint: teach "make syntax-check" the space-only indentation rule
* cfg.mk (sc_prohibit_tab_based_indentation): New rule.
* .x-sc_prohibit_tab_based_indentation: New file.
* Makefile.am (syntax_check_exceptions): Add file,
.x-sc_prohibit_tab_based_indentation.
